This documentation captures the experiences of the Indonesian Red Cross that contribute to the Indonesian goals of the Hyogo Framework for Action (HFA) 2010–2015, which is an initiative to reduce disaster losses formulated during the UN World Conference on Disaster Reduction in Kobe, Hyogo Prefecture, Japan in 2005.

The documentation is based on a research framework that was developed in line with the HFA strategic goals, priorities for action and cross-cutting issues. The information was obtained through a literature review, interviews with key informants at PMI national headquarters and a workshop with PMI national staff. The document also provides success stories of disaster risk reduction.

The report captures the achievements made by the Myanmar Red Cross Society and its network of over 40,000 Red Cross volunteers towards the Hyogo Framework for Action (HFA) strategic goals and five priorities.
Since 2008, the Myanmar Red Cross Society (MRCS) has contributed to the country’s disaster preparedness and disaster risk reduction efforts. MRCS has proven itself a critical responder in emergency situations through its actions during the various disaster events that have severely hit Myanmar over the past decade.
Although there is wide recognition for its role in the promotion of safe and resilient communities across Myanmar, no detailed analysis has been carried out on the direct contribution of MRCS to the country’s disaster risk reduction commitments.
The Hyogo Framework for Action is the internationally accepted instrument that defines the goals and issues that governments in all countries need to target to reduce their disaster risks. In light of the important MRCS role in disaster risk management, this report presents analysis of its contributions towards achieving the five priorities defined in the Hyogo Framework for Action 2005–2015.
Overview:
For the report, MRCS projects and activities from the past ten years were reviewed against the indicators included in the Hyogo Framework for Action. The analysis is based on desk research and interviews with key informants carried out in August–October 2014.
Through the analysis and follow-up consultations on the initial drafts of this report, it is clear that MRCS is an important player in disaster risk management in Myanmar. MRCS has contributed to all five Hyogo Framework priorities, with a particularly large contribution to the fifth priority for action: Strengthen disaster preparedness for effective response at all levels. The report cites details the MRCS contribution to each of the indicators under all five priorities.
Thailand adopted the Hyogo Framework for Action 2005–2015, and had been responding to it by implementing disaster risk reduction activities and community-based disaster risk reduction interventions in communities throughout the country since 2003.
The Hyogo Framework is an instrument for implementing disaster risk reduction by building up the resilience of nations and communities to disasters and by substantively reducing disaster losses in lives and in social, economic and environmental assets.Across Thailand from 2006 and 2013, the Thai Red Cross, in partnership with Red Cross health stations, provincial Red Cross chapters, government agencies, local organizations and non-governmental organizations, achieved the following through its projects and programmes:
Human resource development of staff in national headquarters, health stations and provincial Red Cross
chapters was undertaken through a training scheme and an information and communication exchange
programme, including an international study trip. The capacity-building programme enhanced the knowledge
and skills of staff and volunteers in disaster preparedness, mitigation and response.
Systems were developed and put in place for the efficient management of small-, medium- and large-scale
disasters in conjunction with the upgrading of the Disaster Operations Center, its local network in disaster affected provinces and regional health stations nationwide. As part of the disaster management systems, the
communication system of the central Disaster Operations Center was installed and linked with local health
stations and provincial Red Cross chapters through coordination with the Provincial Office of Disaster Prevention and Mitigation.
A culture of safety in different sectors of the society was promoted through public awareness-raising campaigns in disaster prevention and mitigation and early warning, which were organized through various activities and channels.
The capacity to reduce vulnerability of people in communities at risk or affected by disasters was built up through the community-based disaster risk reduction approach.
Disaster management strategic plans, contingency plans and standard operating procedures for various types of disasters were developed with the assistance of IFRC and the American Red Cross through a cooperative effort among several Red Cross departments, health stations, provincial chapters, government agencies and community representatives.
These achievements have contributed significantly towards realizing the implementation of the Hyogo Framework priorities. The Thai Red Cross has committed to increasing coverage of its Community-Based Disaster Risk Reduction Programme in disaster-prone areas across Thailand.
