Purpose: The document is aimed to legally establish Cambodia Food Reserve System to support the immediate food (rice) needs, especially ones of vulnerable farmers during a disaster or emergency if any, in Cambodia.

Overview: The document is the draft of Cambodia’s sub-decree on the establishment of Cambodia Food Reserve System to address the immediate food needs in case of disaster or emergency. It includes chapters:

  • Chapter 1: General Provision
  • Chapter 2-3: Organization and Management describing five stakeholders, composition and management of food and seed stock, usage and distribution; Roles and responsibilities of stakeholders
  • Chapter 4: Budget for implementation and management
  • Chapter 5: Final provision
