Purpose: This report provides findings, analysis and recommendation related to Phase III (2006-2010) of a programme. This report is aimed to assess the performance and progress of mangrove planting project, its long term impacts on communities for sustainable safety and resilience in Vietnam and the return on investments for both outputs and outcomes.
Overview: This evaluation analyzes the appropriateness, relevance, efficiency, effectiveness, coverage and sustainability of the plantation project of mangrove, bamboo and casuarina trees phase 2006-2010 of the Vietnam Red Cross programme in eight northern provinces. It finds that the programme has achieved mixed results: added protection for dykes and coastal communities but failure to reach to many targets caused by weak oversight. It concludes that an interim planning and rectification phase should be supported before further direct interventions are started.
