Purpose

This manual enables relevant practitioners to understand why disability should be included in Community-Based Disaster Risk Management and gives an overview of the disability inclusive Community-Based Disaster Risk Management (CBDRM) cycle. It also gives detailed instructions on implementing Step 1 (disability inclusive risk assessment) and Step 2 (inclusive planning) of the cycle to ensure disability inclusion in CBDRM decision-making process; and the role of stakeholders, especially Disabled People’s Organisation members, at different levels of the Community-Based Disaster Risk Management.

Overview

  • It is necessary to empower people with disabilities, and build capability for them, before they participate in mainstreamed activities in their community. Care takers must be considered as people affected by disability, as well as individuals who have impairments.
  • Always try to find the simplest method to work with people with disabilities. Remember to have visual materials when working with people with disabilities, particularly with people with hearing, speaking and intellectual impairment.
  • The primary purpose of this inclusive village community-based disaster risk management plan is about saving lives, and secondly, to reduce risk. The active and meaningful participation of villagers, including people with disabilities, in the development of the inclusive village community-based disaster risk management plan will ensure the inclusion of their needs and capacity.
  • Awareness-raising and building capability training workshops on disability inclusive CBDRM are essential for the stakeholders and decision-makers prior to the planning stage. This step helps to reduce the barriers during the inclusive community-based disaster risk management planning meeting.
