Cambodia Red Cross Water, Sanitation and Hygiene (WASH) Programme
In line with IFRC’s Global Water and Sanitation Initiative (GWSI2005-2025), Cartier Charitable Foundation established partnership with IFRC to support and address water, sanitation and hygiene (WASH) needs of communities through community-based and community-driven approaches in:
- 3 provinces [Kratie, Svay Rieng and Banteay Mean Chay] of Cambodia,
- 3 of the most vulnerable region [Dry Zone, South eastern and Northern region] of Myanmar
The strategy of the project to achieve objectives is to reduce the health risks by improving access to safe sustainable water supplies, sanitation facilities and promoting hygiene practices for 22 communities (23,734 persons) in Cambodia and 22 communities (26,425 persons) in Myanmar by contributing towards:
- sustainable access to appropriate water and sanitation facilities,
- better understanding of the transmission routes and relation between water borne diseases and access to water and sanitation,
- increased adherence to safe hygiene practices at household and community level,
- better capacity to deal with unexpected events since the community is able to identify problems and plan solutions, and
- better technological and managerial capacity to ensure sustainability of the project beyond the funding timeframe.
Cartier Charitable Foundation with IFRC will enhance coordination mechanisms of each National Society. A community-based approach will be adopted as the most effective means of empowering communities to manage their own water supply schemes and sanitation facilities. Active participation of district stakeholders and the beneficiary communities will be ensured from the very beginning and at every stage of the project cycle. The beneficiaries are the main actors of the project in implementation, monitoring and evaluation and managing of schemes and their sanitation facilities. During focus group discussions (FGD), beneficiaries will ensure contribution of locally available resources for construction of projects. Collaboration and linkages among partners will be strengthened to ensure effective coordination at all levels of the programme implementation.
Similarly, both Cambodian Red Cross and Myanmar Red Cross Society will work in close collaboration with their respective local governments that are responsible for the project area to ensure targets are being met as per the local and national priorities. To maximise the impact of this project an integrated WASH approach is proposed with a strong emphasis in capacity building, coordination and within the bounds of good integrated water resource management (IWRM) practices at the community and catchment level. During project implementation, all users within communities including men, women, children, boys, girls, people living with disabilities, and other marginal groups will be involved to build sense of ownership. To protect and manage water supplies, the agriculture and rural development offices will construct soil and water conservation measures (bunds and check dams) in upper catchments of the water supply scheme and planting of trees around water sources not only as protection but also to mitigate the effects of soil erosion again as a good IWRM measure.
Kratie Province
Construction of household sanitation
Construction and completion of 89 household sanitation (462 people) through direct support.
Registration of 414 supported direct households in WORLD view application by Cambodian Red Cross.
Water scheme- shallow tube well facility: Construction of 6 shallow tube well (hand pump) facility at Por and Lovea villages was started in May and completed in July month. It benefited 242 households (1280 people).
Red Cross Volunteers meeting on program issues and achievement: the meeting was organised to understand the issues regarding the programme and various achievement and quarterly progress of the programme.
- Accessibility of villages during the rainy season: the toad is inaccessible.
- The progress of water sources construction was delayed due to rainy season.
Quarterly progress was discussed with volunteers and staff of sub provincial branch.
Joint Monitoring visit: Joint monitoring visit by Cambodian Red Cross and IFRC was conducted for programme activities and achievement on 3-5 July.
Svay Rieng Province
Construction of household sanitation
Construction and completion of 132 household sanitation (658 people) through direct support. The household sanitation construction started in May and was completed in July, 2017.
The households contributed man-days for:
- Pit Construction
- Super-structure construction
- Roof construction
Operation and Maintenance training for Red Cross volunteers, staff and WASH committee members on following modules:
- Deep Tube mechanics- How water uplift from aquifer.
- Solar mechanics- How array charge and works for uplifting the water.
- Component of solar pump and solar converter.
- Maintenance requirement- Standard.
- Role of village WASH committee and nearby market availability of spare parts.
Programme: Increased Access of WASH infrastructure in Svay Rieng, Kratie and Bantey Mean Chey provinces of Cambodia, supported by IFRC and Cartier Charitable Foundation – Updates for May 2017
1. Boseleau commune, Chitr Borei district, Kratie Province
17-18 May 2017:
Hygiene Promotion Awareness and Education session for treatment methods for safe water, and environment cleaning awareness at the schools and communities
A 2-day home visit was conducted to create awareness regarding the treatment of water and safe storage at Talus, Boseleau Krom village of Boseleau commune, Chitr Borei district.Approximately 92 households visits were conducted and 32 households participated in the village cleaning exercises.
19-21 May 2017: Constructions of water facilities were completed with 3 shallow tube wells in Por and Lovea village. The time schedule for completion of activity is July 2017. It will benefit approximately 280 households. Currently the water sources, locations and land titles have been identified and transferred.
2. Svay Rieng province
Operation and Maintenance training for Red Cross Volunteers (RCVs) and staff and WASH committee members
O&M training was conducted for RCVs, staff and WASH committee members on following module:
1. Deep Tube mechanics – How water uplifts from aquifer
2. Solar mechanics – How arrays charge and work for uplifting water
3. Components of solar pump and solar converter
4. Maintenance requirements – Standard
5. Roles of WASH committee and nearby-market availability of spare parts
45 participants were trained in 3 different sessions in 4 villages of Chantrea district.

An RCV meeting was organised to understand the issues regarding the programme and various achievements and quarterly progress of the programme. The following issues were identified:
a) Accessibility of the villages during the rainy season; the condition of the roads make them inaccessible.
b) Progress of water sources were delayed due to rainy season.
Quarterly progress was discussed with RCVs and staff of sub-provincial branch and recommendations and additional PHAST and HP toolkits were provided to RCVs.

Construction of 132 household sanitation facilities was started and expected to be completed in July 2017
3. Bantey Mean Chey province
17-19 may 2017: IFRC, Cambodia Red Cross – National Headquaters and the local authorities jointly had monitoring visit of the project areas: The 3-day visit focused on the progress of construction of ponds, shallow wells and household sanitation, and identified the challenges faced by RCVs and staff with coordination by the local authorities.
Pond rehabilitation and deepening: 2 pond rehabilitation, cleaning and deepening are ongoing in Oun Chrov commune and are expected to be completed in 3 weeks by June 2017

Boseleau commune, Chitr Borei district, Kratie Province
20-24 April, 2017: Organizing of hygiene promotion awareness and education session on treatment methods for safe water and environment cleaning awareness at the communities.
Awareness sessions were conducted during four days at the following four villages:
• Boseleau Leu and Prek Tatheoung villages: Hygiene promotion session on F Diagram (fecal transmission route, health hazards and associated diseases, barriers for fecal transmission route and suggested measure to prevent the diseases), and safe storage of water at the household level, occurred during the rainy season. Approximately 65 Households participated.

• Por and Lovea villages: Red Cross Volunteer (RCV) home visit to create awareness regarding the treatment of water and safe storage. There was also monitoring of water infrastructure (hardware) and discussion with village WASH committee for coverage of household sanitation.

• Village cleaning exercise: The village communities participated in the village cleaning exercise and cleaned their surroundings to prevent diseases like malaria, dengue, etc. in Por and Lovea villages. Approximately 40 households from Por and 30 from Lovea participated.
5-26 April 2017: Construction of water facilities was started for 4 shallow tube wells in Por and Lovea villages in Boseleau commune, Chitr Borei district, Kratie province. The time schedule for completion of the activity is in July 2017 and it is going to benefit approximately 280 households. Currently the water source, location and land have been identified and drilling has started.

Bantey Mean Chey province
Construction of sanitation households: 143 vulnerable households were selected for sanitation support. 4 villages for water source development and 1 school for sanitation support were identified and the construction was started and expected to complete in August 2017.
22 March 2017: Celebration of World Water Day, Svay Rieng province
Svay Rieng province’s WASH team celebrated and created awareness on World Water Say in the theme of “Why waste water?”
On 22 march, 2017 Svay Rieng province’s red cross volunteers and staff celebrated the World Water Day and created awareness on the actions to improve wastewater management under ‘4Rs’, namely:
• Reducing pollution at the source
• Removing contaminants from wastewater flows
• Reusing reclaimed water
• Recovering useful by-products.
The Cambodian Red Cross volunteers also conducted the practical sessions on hand washing for children and on the waste water usage by watering of plants.

9-15 March 2017: Hygiene promotion and education session on fecal transmission route, diseases and environmental cleaning at a school and community
On 9-11 March 2017 there was a hygiene promotion and education session on personnel hygiene and benefits of latrine which was briefed to two schools in Boseleav commune, Chitr Borei district and the villages. The provincial staff explained the new facility provided to the schools, i.e. school latrines, water facilities for drinking. They also disseminated the information regarding fecal transmission route, diseases and environmental cleaning.
The dissemination session contained:
• F Diagram – fecal transmission route, health hazards and associated diseases
• Barriers for fecal transmission route.
• Suggested measure to prevent diseases at the household level and community level

14-15 March 2017: Village Cleaning Exercise
The village community participated in the village cleaning exercise and cleaned their surroundings to prevent diseases like malaria, dengue, etc. in Prek Tatheoung village, Boseleau leav, Boseleau Krom, Ta lus of Boseleav commune, Chitr Borei district.

21-22 March 2017: Home visit by Red Cross Volunteers and awareness raising regarding water treatment and disease transmission
The Red Cross Volunteers home visit was conducted in 4 villages and the information regarding fecal transmission route and diseases was disseminated in Prek Tatheoung village, Boseleau Leav, Boseleav commune, Chitr Borei district.
The dissemination session contained”
• F Diagram – Fecal transmission route and health hazards
• Barriers for fecal transmission route
• Suggested measure at the household level and community level
• Treatment methods of water – Sodis , pur, etc.
• Safe storage of water
• Rain water harvesting importance

Handing-over of emergency water purification unit at NHQ and Provincial level
Two emergency water purification units (AP700CL) were handed over to the Secretary General of the Cambodian Red Cross Society on 11 January 2017 at the National Headquarter, and on 19 January 2017 was handed over to the Director of Prey Veng Provincial Administration.Three e-WASH-training is scheduled for 5-12 February 2017 in Prey Veng province with an aim to enhance the capacity of the National Society for WASH emergency response in the future.

Awareness towards hygiene promotion activity in Kratie, Svay Rieng and Bantey Mean Chey provinces
Red Cross volunteers’ home visit and dissemination of Information regarding fecal transmission route, diseases and surroundings cleaning was organised at 20 villages. The dissemination session contains:

Hardware installation completion
Water source developement was done for Toul Sdey villages in Svay Rieng province. Solar panels were installed in the villages and they were handed over to the villages’ WASH Committee. Now 400 households have access to water at their premises.

Hand Pump facility installation in Kratie province
Water source development was done by the construction of 3 shallow-tube well with hand pump facility in the sub-village of Por (Prek Taam main village), Chitr Borei commune, Kratie province. It was completed in November 2016 and benefits overall 207 households (1053 peoples)
In February 2016, Cartier Charitable Foundation representative with technical team of IFRC secretariat conducted technical monitoring visit of project at Cambodia and Myanmar.

Madam Pum Chantinie , Secretary General of the Cambodian Red Cross had an audience, on 12 February 2016 at Cambodian Red Cross national Headquarters, with Cartier Charitable Foundation led by Ms Florence Rossetti and IFRC delegation, led by Olaug Bergseth, Strategic Partnerships and International Relations, Robert Fraser from IFRC Geneva.

On 12 February 2016, Cartier Charitable Foundation representative visited the achievement of the target areas of watsan (water and sanitation) project implemented since 2015 at Toul Sdey commune, Chantrea district . The following day the delegation continued to monitor the same projects implemented in Kratie. On 13 February, 2016 Cartier Charitable Foundation representative visited the achievement of the target areas of watsan project implemented since 2015 at Boseleauv commune, Kratie province.
