Purpose: The guideline is designed to help Philippines Red Cross staff and volunteers to understand and implement the ICDPM, which is a special project of the Philippines Red Cross covering community based disaster management efforts that emphasize on prevention, mitigation and preparedness.
Overview: Following a need to institutionalize the disaster management approach, this guideline by the Philippines Red Cross is supported by communities and local government units. Integrated Community Disaster Planning Programme (ICDPP) is drawn from the “Preparing for Disaster: A community approach” pilot. Its main sections include: i) the Integrated Community Disaster Planning Programme ii) Community Based Disaster Management iii) Initiating the ICDPM in the Chapter iv) Site, Selection and Partnership with Local Government Units v) The Formation and Training of the Barangay Disaster Action Teams and Volunteers vi) Participatory Rural Appraisal For Community Based Disaster Management vii) Hazard Mapping viii) Formulation of Local Disaster Action Plans ix) Plan Integration and Implementation of Disaster Mitigation.
